He received his PhD from the University of Wisconsin-Madison. He was formerly professor of Asian American Studies and chair of the Department of Educational Policy Studies at the University of Illinois at Chicago, where he also served as primary investigator and director of a $4 million U.S. Department of Education grant-funded initiative to support Asian Americans, Pacific Islanders, and English-language learners in higher education.
