Bill Keen nació en 1935 en Harrisburg, PA, donde asistió a escuelas públicas, graduándose de John Harris High School en 1953. Recibió educación superior en Dickinson College (B.A. 1957), Lehigh University (M.A. 1960; PH.D. 1967) y L. S. U. (1959-1961). Enseñó Literatura Inglesa y Composición en Lehigh University (1961-1962), Oswego State College, N.Y. (1963-1966), y Washington and Jefferson College (1966-2000). Se casó con Sally Whitcomb Keen en 1961. Tiene tres hijas, Suzanne Keen, Rebecca Longsworth y Rachel Hutchisson, cinco nietos y un gato.
