In 1973, the US forces began to withdraw from Vietnam. As a result, the Royal Lao Government signed an agreement with the communist forces. The fact was the Royal Lao government would not have any budget to continue the fight against the Pathetlao and north Vietnamese forces alone. Therefore, they ordered its armed forces to surrender.
