About the Author

Denis B. Solovev is a graduate of Far Eastern State Technical University (Diploma with honors), Vladivostok, Russia. In 2011, he received a PhD in electric engineering. From 2011 to 2020, he took internship in the leading Russian and international universities and research laboratories: MATI - Russian State Technological University named after K.E. Tsiolkovsky, Moscow; University of Maastricht, Maastricht (Netherlands); Laboratory of the Ministry of Energy of the United States of America, Seattle and Richland, Washington; Swiss Federal Institute of Technology Zurich, Zurich; Department of Electrical and Electronic Engineering Hong Kong University of Science and Technology, Hong Kong SAR, Hong Kong; Japan Society for the Promotion of Science Faculty of Engineering, Aichi Institute of Technology, Toyota, Japan. He is currently the head of the educational program "Innovatica" (cluster of energy and electronics) at the Engineering School of the Far Eastern Federal University, Vladivostok, Russia.

Viktor V. Savaley, PhD, is a full professor (Economic Sciences) and a professor in the Department of Innovatics, Far Eastern Federal University (FEFU), Engineering School, Russia. He has completed his MSc from Far Eastern State Technical University (FESTU), Vladivostok School of Economics in June 1980 and PhD from Far Eastern State Technical University (FESTU), Vladivostok School of Economics in November 1982. He served as a lecturer in Economics, Far Eastern State Technical University (FESTU), School of Economics (1992-1993), an assistant professor of Economics, Far Eastern State Technical University (FESTU), Vladivostok (1993-1997), and a professor of Economics, Far Eastern State Technical University (FESTU), Vladivostok (1997-2019). His field of interests includes political economy, economic development, economic growth, economic theory, technology, income and wage inequality, human capital and training, labor economics, network economics.

Alexander Bekker, PhD, is a full professor and the director of Engineering School of Far Eastern Federal University. He has completed his postgraduate education in the Leningrad Electrotechnical Institute, Leningrad, in 1985-1988; received the PhD degree in electrical engineering from the Leningrad Electrotechnical Institute, Leningrad, in 1988; thesis "Testing and diagnosis of radioelectronic systems." He has also a postdoctorate trainee in the FESTU in 2002-2005; received the Doctor of Science degree in control engineering from the Russian Academy of Sciences, Vladivostok, in 2006; thesis "Development of the algebraic methods for analysis and diagnosis of nonlinear systems." Also he completed PhD, Economics, Far Eastern Federal University, Russia, 2010. He served as an assistant professor in the FESTU in 1980-1985; an associate professor in the FESTU in 1989-1993; the head of the Department of Radio Design and Technology of the FESTU in 1993-2002; a professor of the Department of Radio Design and Technology of the FESTU in 2006-2016; the head of the Department of Radio Design and Technology of the FESTU in 2016-2017; the director of Engineering School of Far Eastern Federal University in 2017. His current responsibilities are as a professor of the Department of Automation and Control in Far Eastern Federal University; a main scientific secretary of the Far Eastern Branch of the Russian Academy of Engineering; and the director of Engineering school of Far Eastern Federal University. He has published more than 200 scientific publications (six books, seven booklets).

Valery I. Petukhov, PhD, is a full professor and the deputy director for Scientific Work of Far Eastern Federal University (FEFU), Vladivostok, Russia. In 1971, he has graduated from the Far Eastern Federal University majoring in "Oceanology." He has completed PhD in Economics from Far Eastern Federal University, Russia, in 2005. From 1999 to 2011, he served as the director of the Institute of Engineering and Social Ecology. Since 2011 till present, he is the deputy director of the DVFU Engineering School for Development and the head of the Department of Safety in Emergency Situations and Environment Protection. He is the honorary worker of higher education and the author of more than 130 published works. He has vast experience of implementation of educational and scientific projects and also experience of commercialization of technological developments and creations of the successful innovative enterprises.
