A tabloid struggles to survive. Fred Rogan reaches a high point in his newspaper career when he becomes publisher of the New York Globe. But the tabloid has a shrinking circulation, fierce competitors, angry unions, and a stingy corporate owner. He bolsters the newsroom with a new editor and a star reporter from a British tabloid and decides that printing upgrades are key to the paper's future. But his corporate bosses won't put up the money until he breaks the union control of the paper's printing and delivery. Meanwhile, a mysterious squatter builds a shack on a lot facing the Globe's main printing plant, erects signs protesting the paper's treatment of him, and gains support from a neighborhood organization run by a militant minister. The squatter's grievance becomes more than an embarrassing annoyance to the paper.
