The character of human Hfe in different epochs was based on the availability o f information. Each age in human history has overtaken the other with changes in prevailing patterns of knowledge and information. The progress o f humanity from the 'Stone Age', passing through the 'Agricultural and Industrial Revolution' and the 'Electronic Age' to the 'Information Age' or 'Megamedia Age' was essentially one o f acquiring or gaining access to more and more information. It is possible to measure human progress in terms of the quantity and quality of information possessed by him. In the pre-industrial society, life was a 'game against nature' where one worked with raw muscle power. It was man's poor knowledge about nature that forced him to flex his muscle against it. In the 'Industrial Era' better knowledge and information enabled him to lead a qualitatively better life. In the post-industrial 'Information Society', it has assumed a primary position. To be knowledgeable or informed is considered one of the three essential capabilities for human development'. Today, in every walk of life what counts most is information
